The state will invest tens of billions of rubles in support of Russian oil and gas engineering. This was stated in an interview with the journal “Energy Policy” by the head of the Ministry of Industry and Trade Denis Manturov.
“The volume of state support for the development of oil and gas engineering until 2024 will be more than 30 billion rubles,” the minister said.

In 2014, he said, the level of dependence on imports of oil and gas equipment industry as a whole was 60%.. Now the share of imported equipment for increasing oil recovery has decreased to 45%, and equipment for oil refining – to 43%. For the production of SMEs and offshore projects – up to 50%, exploration equipment – up to 30%, Manturov added.
The Minister also said that the Russian government plans to approve the rules for the provision of a universal subsidy for R&D on modern technologies in early 2020. Within its framework, the development of domestic LNG equipment will be financed.
The state wants to obtain technology for exploration on the Arctic shelf
One of the important and difficult areas for import substitution are technologies for offshore exploration and subsea production systems. By 2021, the Russian Federation should receive competitive sets of equipment for seismic exploration on the Arctic shelf .
“This is a complex with a towed geo-filled streamer 12 km long and pneumatic sources, acoustic and mechanical positioning systems, a mobile hardware-software complex for marine seismic exploration in transit zones and on the shelf, ”Manturov explained.
The Minister also added that the consolidated need of LUKOIL, Gazprom, Rosneft for equipment developed as part of the state program on the development of shipbuilding and equipment for the development of the shelf, is about 300 elements of underwater systems until 2035. 3.5 billion rubles were allocated for 12 developments of prototypes of equipment for the underwater mining complex. The ministry should receive developer reports by the end of the year.
