The authorities want to stop the rise in gasoline prices by paying oil companies
Russian oil companies will receive 60 billion rubles from the state. This measure is aimed at curbing prices for gasoline and diesel fuel, which have been growing continuously almost since the beginning of the year.
The corresponding decision was agreed by the Ministry of Energy and the Ministry of Finance, writes the Kommersant edition. The newspaper notes that the government will spend 20 billion rubles more on compensation than it was previously planned. fuel, the authorities decided to reduce the indicative price. From May 1, it will decrease by 4 thousand rubles per ton. Previously, it was planned to reduce by 2.7 thousand rubles per ton using the damper formula.
Oil companies receive more payments if the indicative price is lower than the real export value. If on the contrary, oil companies pay to the budget. The agencies decided that half of the budgetary expenditures could be offset by an increase in the mineral extraction tax (MET).
Since the beginning of the year, according to Rosstat, retail gasoline prices have risen by 3.03%. At the same time, only in March, the indicator increased by 1.12% compared to February. And in annual terms – by 5.22%.
“In general, the change in prices for petroleum products in 2021 is associated with a number of factors. In particular, this is an increase in export prices, as well as a seasonal increase in demand for petroleum products both within the country and in the main markets for their consumption in Eastern Europe and Asia, “- noted in the Federal Antimonopoly Service.
” In addition, prices are influenced by a decrease in the volume of supply at the exchange trading, low air temperature, restriction of oil production under the OPEC + agreement and, finally, the rise in oil prices while the ruble quotes remain unchanged, ”the department added.
Gasoline rises in price because the ruble is not strengthening
A few days ago, the Deputy Minister of Energy of the Russian Federation Pavel Sorokin said the same. “Usually, a rise in oil prices leads to a strengthening of the ruble, and vice versa. Therefore, when the price of oil on world markets changes, its cost in rubles usually does not change much, “the deputy head of the Ministry of Energy recalled.
” As a rule, this cost is in the range from 3 to 3.5 thousand rubles per barrel, “Sorokin said … However, in mid-March, when oil prices rose, the ruble did not strengthen. Therefore, oil cost more than 5 thousand rubles per barrel. : ///
