Oil workers of the Russian Federation received damper payments for the first time in a year 

For the first time in a year, Russian oilmen received damper payments from the budget. As follows from the data of the Ministry of Finance of the Russian Federation, in March oil workers received damper payments of about 16.6 billion rubles

The last time something like this happened in February last year. The rest of the time, because of the low price of oil, the oilmen themselves gave excess profits from oil refining to the state. So, in 2020 it amounted to 356 billion rubles, in January 2021 – 12.5 billion rubles, in February – 2.8 billion rubles.

Currently, the fuel market is regulated, among other things, by the damping mechanism . If the export prices for gasoline and diesel fuel are higher than the conditional domestic prices, the state will compensate producers for a part of this difference. In the opposite case, oil companies transfer part of the profit to the budget.

Oil workers began to receive benefits from the damper again

In March, payments by the state to oil workers of the reverse excise tax on oil supplied to refineries, excluding the damper, also increased to 46.9 billion rubles. This is 71.1% higher than the level of March last year and 36.3% more than February 2021.

At the same time, in March, Russia increased oil and gas revenues for the first time since the beginning of 2021. They increased by 3.3% in annual terms to 582.5 billion rubles. At the same time, relative to February, oil and gas revenues increased by 6.9%, and compared to January – by 18.7%, follows from data of the Ministry of Finance.

Oil and gas revenues of the Russian budget decreased during 2019 and 2020. If in 2018 they amounted to 9 trillion rubles, then in 2019 they fell to 7.924 trillion rubles. And in 2020 – already up to 5.235 trillion rubles. This happened, among other things, due to a decrease in oil prices in connection with the coronavirus pandemic, which caused a drop in demand for oil and petroleum products.

Federal budget revenues from mineral extraction tax in March 2021 increased by 3.4% in annual terms – up to 470.6 billion rubles. And from the export duty – by 8.4% to 132.3 billion rubles. : ///
